Role Overview:
We are seeking an experienced Head of Human Capital Development to act as a key link between the HC Director and the leads of various HC streams. This managerial role will oversee and integrate multiple HC functions, including Learning & Development, the Training Center and Learning Academy, Internal Communications, Employer Branding, and the HC Business Partner stream. The ideal candidate will have the leadership and strategic capabilities to unify these functions under a cohesive HR development strategy, ensuring alignment with the overall company objectives.
Location: Tashkent, Uzbekistan.
Key Responsibilities:
- Strategic Oversight:
- Act as the primary connector between HR stream leads (Learning & Development, Internal Communications, Employer Branding, Training Center & Academy, and HC Business Partners) and the HC Director.
- Ensure all HC functions operate cohesively, aligning with broader organizational strategies.
- Develop and refine HR development programs that drive employee engagement, learning, and organizational growth.
- Learning & Development:
- Support the lead in executing a comprehensive learning and development strategy.
- Ensure that the Training Center and Learning Academy deliver impactful, business-aligned training programs.
- Internal Communications:
- Collaborate with the communications lead to design and implement effective communication strategies that foster transparency, engagement, and alignment.
- Employer Branding:
- Work closely with the employer brand lead to enhance the company’s attractiveness as a top employer in the market.
- Promote a culture that aligns with the company’s mission and values.
- HC Business Partners:
- Guide the HC Business Partnering team to ensure strategic support is provided to business units.
- Ensure HC practices and policies are aligned with business goals and foster organizational development.
Requirements:
- Strong leadership experience with a track record of managing multiple HR streams.
- Extensive experience in Learning & Development, Employer Branding, Internal Communications, and HC Business Partnering.
- Ability to unify diverse HR functions and develop cohesive strategies.
- Fluent in Russian and English.
- Strong interpersonal skills, with a proven ability to collaborate effectively with different HR teams and business stakeholders.
Qualifications:
- Bachelor’s or Master’s degree in Human Resources, Organizational Development, Business Administration, or a related field.
- 5+ years of experience in HR/HC management roles, preferably within a large organization.
- Demonstrated experience in managing HR development projects and aligning HR strategies with organizational goals.
